That seems like a silly question but for people under this kind of harassment and enhanced torture, it's legitimate. There will come a time where the harassment will reach a peak and they will start to use technology and techniques on you that will make you think you hear voices in your head or you have a chip in your brain reading your thought. So you will think mind reading is a possibility at some point.
I would just like to say by the end of this section of the Cointelpro 2.0 guide you will have your answer.
Let's first start off by acknowledging that the government likes to keep toys they use on the wraps until they no longer see a reason to keep them secret. These kind of technologies eventually be floated into industries, or In-Q-Tel (CIA Venture capital firms) will turn the technology into a business itself.
Let's talk about some of the capabilities and science behind some technology that can create the illusion that the government is reading your mind.
First and foremost we should talk about the LRAD Sound Cannon. LRAD stands for Long Range Acoustic Device. The LRAD can send sound over long distances and pinpoint it so only one person can hear the audio.
LRAD is used in various applications and law enforcement and military, but one of the ways abuse advocates where weary how it was going to be used Theorizing that it could be used to make a person think that they're hearing voices and perhaps are becoming schizophrenic.
Then there is Light Commands. Light commands as a technology that can use laser pulses to activate the sound diaphragm on microphones over vast distances, and do something so precise as activate your Alexa device to unlock your doors if you have smart locks.
This can be done by shooting a laser through one window into your home's window aimed at a voice assistant. You could even be right next to your Google home assistant whike the laser was pointed at it and feeding it sound pulses without you even hearing it. The precision of the laser is that good.
Audio Recovery from Visual Vibration is a software algorithm. This software algorithm can take the visual vibrations from video in a setting without sound, and recreate the audio in that room and or setting just from the vibrations recorded by the video.
So it's important to pay attention to the fact that micro vibrations can be reverse-engineered into auditory sound waves. So if a video is posted of a crime in a setting without audio to "protect" the perpetrators, Federal Law Enforcement has the resources to use elements in the video to retrieve that audio.
If you have laser microphone blocking glass or laminate, law enforcement and contractors can get a reading off the vibrations of things they can film through your windows.
There are also tools called ultrasonic microphones. These microphones are used to hear auditory levels that human ears cannot register.
Why the use of ultrasonic microphones is of importance, is because of a medical discovery that revealed your vocal cords still vibrate at very low frequencies when your just thinking. Since you think in the English language, your vocal cords will still emit ultrasonic vibrations of the words you're thinking about.
These ultrasonic vibrations could be picked up by the microphones. They could have gotten better and just a super sensitive or specialized camera could be picking up infared or tiny vibrations.
In fact NASA was trying to perfect the V2K technology so astronauts could technically just think about commands, and the computers could just respond without the user having to lift a finger or say a word.

This technology is still in use, but used to convince you that the government has a chip in your brain. This repurposed NASA technology in some altered form must be used by contractors and law enforcement for psychological warfare.
To be honest, I think the mixture of these technologies is combined to create the "I Can Read Your Mind" phenomenon. It's super spooky at first how it's used to scare you. Just know these technologies have been refined and perfected over time. Just think about how fast smart phones have progressed. In 2007 the first iPhone was released. It froze when playing YouTube, and was a clunky brick. But in just 13years time (it's April 20th 2020 when writing this section) it's so advanced, entire industries have sprung up just around specialized features of the phone. Tech & processing algorithms get better on an exponential scale along side with Moore's Law. Can you imagine folding phones, 4k video, or console level gaming on a smart phone in 2008?
There has also been research done on how snakes can translate infared signals from their prey into nerve impulses.
I think the main message is there is many things the Government has been researching and developing that can fake the conclusion that the government is reading your mind.
Since this is a "Survival Guide," I want you to take away from all this that it's more likely that an instrument or technology is being used ON you, not IN you.
I'm just a victim of abuse that avoided TWO attempts to get me locked up in a padded room with a fancy jacket. The second time was a close one. The assholes doing this to me started doing real time deep fakes on my TV to me. I didn't know about real time deep fakes, nor had they been been made public back in 2015. I just know what happened was not real. Wolf Blizter from CNN was repeating back to me what I said to a friend out of the room. I was the only one watching in the room. After that the real time deep fakes got more aggressive to try to spook me. My family was doubting my sanity after some shady cops kept coming around to talk to them about me. When I told them I was getting harassed around town they asked me to prove I was sane, so I went a second time. Never once did I reveal to anyone that I saw the real time deep fakes. What was interesting though, is the doctor I went to to do my SECOND evaluation asked me if my TV was talking to me. It was then I understood I was being fucked with hardcore with some technological fuckery. Keep in mind this was BEFORE they were declassified (the real time deep fakes used on live TV, not the processed ones used by video editors). Check out an example below. Imagine watching live news then this turns and looks at you and starts repeating and talking to you.

So, don't think the Government is reading your mind. Believe me, people would sign up for being the test subject if the government was testing out mind reading technology. Bragging rights to be the first cyborg on Instagram is enough for the government to develop this with volunteers. They wouldn't need to implant it in your brain while you lay crashed out from binge watching The Office.
People would CLAW at the opportunity to volunteer for the first with a brain implant, they don't secretly need yours.

Back to the final strategy of this abuse. The game is to either to get you to do something to get you in jail, or for you to tell someone that you are either hearing voices or you think you have a chip in your brain.
This then allows corrupt psych wards or psychiatrist to declare you schizophrenic. After you're declared schizophrenic it's pretty much like losing your power of attorney. This lets them hit the gas on your abuse, and take your Cointelpro 2.0 enhanced torture to its absolute limit. It's pretty much over for you at that point.
Avoid telling doctors you've seen something or heard something or think something strange. This is classic entrapment by Federal, Local, Intelligence Agencies, or Pentagon Contractors who specialize in your COINTLEPRO 2.0 torture
If you are declared crazy no one will believe you.
